looking for a coder that can handle Arabic & Hebrew

ok, i'm looking for php programmers located in the middle east that are willing to do a one time custom job.
it's not very hard finding general "rent a coder" outsourcing sites but I actually need someone who knows either Arabic or Hebrew.
as for now I found this site: http://xplace.com , i'm looking for more of those.
