You need a crapload of venture capital if you wanna take a video hosting site like that off the ground. Let's just drop this idea by agreeing that you're a dillusional fruit cake who is high on shrooms.

There's tons of file upload sites out there. It totally depends on how aggressive you are in getting surfers to use your free service. YouTube alone burns through $1M a month in hosting (and that's with smaller flash files instead of monster .avi, .mpg, and .wmv files)
