Because they can.

Not all cheat obviously, but the ones that do, do so because there is little to no possiblity of them being "punished" for it. Likewise, grant "immunity" to webmasters in say The US, and you'll see more cheaters than honest webmasters.

First of all, they don't. There are a lot of cheaters in Russia, but not every Russian webmasters is a cheater.

I would say the main reason is that Russia is the poorest nation to have easy access to the internet. Poor people will do anything to get money for food and shelter, that is a natural human instinct.

Also, there is a lot of resentment of the west in that country, a lot of people think that they were basically raped in part by US based multinationals after the colapse of the Soviet Union. So they don't have a problem with, as they probably see it, taking some of that money back.

That's another very good point. No chance of being held accountable.

Pardon me, i don't think that there is a problem in accessing interenet in Russia. Problems have poor people as all over the world.

who says russians cheat?!

A lot of Russians make good money too tho. I read on that Wall Street Journal that some sponsor send some Russian 18 yr old kid a Tag Heur watch for being his top producer and on some of the sponsor sites where they list the rankings for their webmasters like Totemcash and Lightspeedcash a lot of the top webmasters are actually from Russia, Slovenia and those Eastern Euro block places.

I actually found that kinda surprsing, but tons of Russians do cheat and its prolly cause they like american dollars and can get away with it.
