As said the reason of disconnecting you is simply because of above. If you login to your account you will see you have only 1 invoice for the first month so there are no double charges. If you want to do a charge back that is your choice.
Oh and btw, the downtime was also regarding this, our network has so far zero downtime ask around to be sure
