Ban webmasters from crap countries
 

Programs that allow webmasters from crap countires have no honour and no shame. No one should do business with them.

In these countries the $ is worth much more so that puts them at an unfair advantage, since their living expenses are much much lower they can use the money to buy more resources and take over other's business and market share.

Final thought: where do most cheaters come from?
