You ignore him and keep working out and if he continues to stare ask him wtf. After a while the staring will make you feel uncomfortable so you'll eventually say something but dont let a fag make you switch gyms. He needs to respect your space. If a guy went to the gym and stared at a chic the whole time she would report him to the front desk and he would be spoken to. There should be no difference in this case.
