Two questions about World Cup betting

When betting, how come there is an option to bet that the match will be a draw? this isn't possible since in quarter final, they play untill someone wins....

Does anyone know a French online bookies which I can bet at and back Brazil since I think they will be he only ones who will have better odds for Brazil so I can make more money by betting on Brazil...

most bookies only accept bets for the first 90 minutes
and there can be draws
