I guess he means send payment to the cc even it has no negetive balance on it. For example. your cc limite is 20k and you did not spend any money using it, but u still send in a check 20k for payment.
if that's the case the answer is yes/ you can "pre-load" your credit card as much as you want. The banks always love taking your money IN .

Secured credit card?

Why would you want to do that? The whole idea of a cc is to pay it later.

its for stuff like... if u have a 20k limit but want to buy a car worth 35k, you put 15k on it upfront ..

yes you can do this, but check with your bank because some (citibank for example) won't let you spend more than your limit in 1 day. Other institutions - such as AMEX *CREDIT* (not charge) will require notification of the transaction first.
