but watching the news , all the highlights have the tosser fans with bloody flares , what the hell is the big deal with soccer fans and damn flares

It is something you see more with Italian teams and a few other mainland Europe teams. You see it when UK teams play in Europe sometimes. If they tried it at an English match it wouldn't last long.
