Sending All Incoming Traffic to a Warning Page

I am looking for your two cents...

What if someone told you that you must route all incoming traffic first through your warning page, forcing the traffic to click through to their original destination?

In other words, if a page deeper than your warning page is linked to by google, an affiliate, a link list, a blog, a friend, etc. - the surfer clicking that link would first wind up on a warning page and would have to click "ENTER" to get to the page that was linked to.

What do you think about that?

I think that the US Government thinks that that is a great idea.
