That bus driver stabilized that thing with minimal damage

Apparently that tunnel is dug under a waterway and water seeps down onto the roadway. It was -30 or -40 that day and the water had frozen into black ice. All of those crashes took place within a 24 hour period.

I wonder if they considered closing the tunnel after, oh, say, fourteen or fifteen of those crashes.

These are over a considerable amount of time, but in one of Russia's most accident prone tunnel. As you can see from the video, it tends to get ice at the entrance. That and fast driving....

This 3150m long tunnel in Russia is the longest in-city tunnel of Europe.
There is a river running over it and water leaks at some points. When the
temperature reaches -38° degrees like it did this winter, the road freezes
and the result is the attached video taken during a single day with the
tunnel camera.


"during a single day" isn't really a considerable amount of time.

You'd think after one or two they'd shut it down or clean up the ice ... but then again, this is Russia we're talking about ... from my own experience visiting there, there are 2 speeds for anything public-service-related: slow and stop.
