Visa Cross Border Acquiring Rules
 
As I understand it, this rule says that a single URL can not be processed at the same time by billing companies in different Visa regions. Is this a rule that just pertains to sites using third party IPSPs, or does it also apply to sites using their own merchant accounts?

Also, are billing companies such as Paymonde, Infinity Billing, Ynot Payment, and Clear Card, who all process through banks in the Philippines, subject to these rules, and are they considered to be in the US Visa region?

VISA cross border acquiring regulations apply to any merchant processing through any type of arrangement. (IPSP, PSP, own MID, etc...). It basically states that the merchant's corporate entity must be located in the same VISA region as the acquiring bank. In some cases processors can bend these rules a bit by locating a corporation in a region and then having merchants in other regions process through that corp. If they have the premission of the acquiring bank than this is ok. If not, then they can get into trouble.
