Were is a good place to find a programmer?

stay away from overseas outsourcing unless you trust the person who is brokering it.

Get a detailed spec of exactly what you want to end up with first TT - basically a system spec - every programmer (including me, but can't afford to take work) loves something on paper to give him/her a clue. That also goes a long way to saving time and may even give you want you intended at the outset.

Then... depending what you do want - look for programmers with whatever experience - there are plenty around.
