Take random samples of 28 people (those stabbed). 1 has AIDS. That would give you a 1:28 ratio.

It's bad for 28 ... because they were all stabbed ... it's possibly worse for the 27 others who MAY have contracted a virus ... however ... you don't know how the first guy contracted the HIV virus .. so you can't say it's not bad for him either ... he may have it because something shitty happened to him too ... which means it's just as shitty for him

First you imply that the thought of blaming the entertainment industry is ludicrous. And in the next statement you state that the system failed. Why would you remove blame from one non-direct entity (the entertainment industry) and shift it to another non-direct entity (the system, i.e. the government)? Does the government need to wipe your ass in order for it to happen? I would hope not.

It's a 16 year old kid. The parents are responsible for him, not "the system". "The system" can't do everything, its the people who make up that system that need to take action.

28 is not a big enough stabbing sample to make an accurate determination as to the total estimated number of berliners that are HIV positive. further, the sample group (those who gather at train stations) may not typify HIV distribution in Berlin. Hopefully, they will let him out and he will randomly stab a few thousand people in random areas of the city in completely random patterns so you will have some better answers.
