New Webcam Help

i just brought this new webcam and i can seem to set the frames per second .. its slow as fuck :(

is there a program out there that i can download and set the speed and record in real time ? this records sooooo slow :( :( :helpme :helpme :helpme :helpme

It's probably a USB1 interface and therefore it can only transfer data so fast... or it's just crap. :)
