Both are fine, Just depends on the project.

I find it easy to read a black txt on a white background.

Black on white for the same reasons as above. Years of reading magazines and newspapers have trained our eyes to look for that color combo as well as to look for Times, Geneva, Verdana, Georgia, Courier and Arial fonts.
