We run a foot fetish site, and have discussed this issue with our attorney (Chad Belville) who is an adult industry specialist. However, IANAL and what's below is my interpretation of what we've been told (and what we've read for ourselves in 2257.)

The long and short of it is there is nothing in 2257 that would require 2257 docs for pictures of toe licking. It does not fall under the definition of "actual sexually explicit conduct" required by 2257.

However, as has been pointed out, you need a model release anyway to protect yourself against getting sued by the model for using the content without permission... and if you're going to go that far, you might as well get a government-issued photo ID.

Our approach is that even though we are not required to maintain 2257 records for our foot fetish site, we nonetheless do so. Basically, it never hurts to overcomply.
