The idea of paypal having control over $8,000 is scary.

Good luck finding someone stupid enough... sounds like the perfect time for paypal to randomly 'freeze' your funds.

Doesnt the IRS only need to be notified on transactions of $10k or more? or did that change with 9/11

They look closely at Paypal for money laundering and any transfer of funds to terrorists. Or so they say. I had a small operation issuing Money Orders from Paypal transfers and had to provide Paypal with all sorts of customer info on both the sender and receiver.
