The human-sized robot can understand 400 words and make eye contact while talking via her lips that are synchronized with the pronunciation of words.

What you are thinking of is North Korea, a communist hellhole with an insane dictator at its head. This android was made in South Korea, a wealthy, modern, democratic country, with the 10th largest GDP (nominal) in the world.
