                    i think its about half and half.. i notice english people tend to pronounce the "H" quite loudly , they usually do it with the "h" in "white" too , and that just seems strange. ,

                      you're right about pronouncing the H for Herbs, but can't agree about wHite. perhaps toffs do though.
