Sites like myspace didn't start out big.. They didn't get media coverage right from the beginning.
You need a good idea, something that people will like and the promotion will slowly take care of it's self. That's the best thing about the internet, is the little guy with a new idea can become king for a while.
If you are going to just copy the myspace idea I doubt you will do very well, because it will always just be a myspace/friendster rip off. The only myspace clone that I can think of that's doing good is that tatto site ( I dunno the url to it). The reason it's doing well is because it is a niche site.
So IMO you either need a fresh new idea or cater to a specific niche otherwise you are wasting your time IMO. To become a giant you need to become "THE" site to go to for what ever niche you are covering. So this is why niche is so important because IMO you need to pick some niche that it's possible to become the king of.
As far as promoting there are tons of ways to promote sites, but most cost a lot of money. However the best thing about mainstream stuff is if you create something people like they will promote it for you. You can never beat word of mouth advertising.
I dunno what kind of site or age group you are looking to push your site at, but do something creative.. Instead of dropping $200 to buy traffic somewhere, get the members involved. Hold a contest every month and give away a free Ipod or something like it, too which ever member refers the most new users. You are still paying out the same money, but instead of getting shitty traffic you are getting actual real members.
The biggest thing is having a site that is orginal and something that people like, not just another rip off of someone else's idea.
