IBP, But it's best for teaching you some of the values of SEO. The submit aspect of it I hardly ever use anymore. I bought it, helped me get a new pr0 site in yahoo top 10 for a spell and paid for itself. You can download the free trial of IBP here

I agree, let the big SE's find you. If you are targeting foreign markets (hint hint German) you can submit to smaller SE's but IBP is better used to SEO your sites and monitor your ongoing success.
