For example I read that if you have more than 100 outbound links on a page(including navigation links) Google penalizes PR. In that case they would count.

You either misinterpreted, or the author was incorrect. :2 cents:

even links to subdomains are not counted as outgoing links...
bbb.aaa.com = www.aaa.com/bbb/

No it would just be out bound links no inbound from there site.
