Simply not true. Its about the laws.

Let me propose this. I have had this discussion with several casino / poker / sportsbook owners.

- If the USA made it 100% legal - even if they restricted it to just 1 state or 1 county/city in the USA.

- A online gambling zone - which included rentals of infra-structure, hosting, offices, etc.

- If they requested that a fair % of taxes would have to be paid on every dollar of profit.

I know a majority of companies would relocate back into the USA immediately.

However, it will never happen. The US gov - seems more intent to structure things in a way that pushes the biz outside of the US - the same exact thing may happen for the adult business if they try to push the documentation laws to the point of being impossible.

Why is this a scam? because its so cheap?
