no its a Opticon system. The article is on CNN. my fucking copy and paste isnt' working for some reason and i don't feel like reseting.

basically to sum it up the guy bought the thing off ebay. and used it over 2 years. finally got caught red handed and was only fined $50.

lensman was talking about this 3 years ago, its a device that simulates the flashing (or similar) that fire engines do at red lights to quickly turn them green
