I suppose, that is Link Exchange, but for example thefreesite.com have a lot of traffic, but their owner looks at your statistics using free counter. IMHO, one way - purchase traffic using
Pay Per Click Advertising - will be not cheap, or simply buy text link placement on the freebie sites, like a thefreesite.com.
