What software does this?
 
I need something that will allow someone with no HTML skills to be able to choose an image from their desktop, select a category for it and add a description to it, then upload it.

This would then load to a DB where items can be added, removed and changed as needed.

For example: For a DVD company (not a store) that wanted to show their catalog online. They would log into an admin and add DVD covers and text as needed.

Is the a custom job only or is there software that will do this?

Any good CMS with a movie / DVD review module should be able to do this...

Might want to look for "Movie Review CMS" or "DVD Review CMS" - there are some good one under GPL license out there that can be changed by a coder with a little work, if needed.

You could do this with Joomla. Lots of available components and modules.

I was looking at that but it looked pretty thick. The guys who would be working this are not savy. They just need to browse to get the image, add text and set the category. Joomla looks like there are oodles of options to confuse a user.
