Here are the requirements for a programmer in LV. If a progammer is not located in LV, and would be willing to relocate, then we would cover all moving costs and would provide a two bedroom condo located right next to our offices.

Extensive MYSQL background
Solid PERL background
Solid PHP background
Solid HTML background
Has worked with streaming online video
Has worked with membershipped based sites, online credit processing, merchant accounts, and shopping carts.
Knows how to admin and maintain server security
Good Linus/FreeBSD admin skills
Has worked with Smarty Templates--this is a plus
