Virtually any host will do the same if you're on a shared plan, especially when they're overselling their boxes. As a simplified example, imagine there are 20 people hosted on the box that you're on. That means each user get 5% of the processing capacity. Now if you use up 15% of the processing capacity, you're negatively affecting everyone else on the box. They'll can you way before you get close to using a terabyte of transfer.

I don't know you but you already sound like a really needy, high maintenance customer who wants the best service at the lowest possible price and because of this changes web hosts every couple of months. could be wrong though.
