Is it true that clicks to NATS FHGs are not tracked?

No, that is not true, of course thay are tracked. There is a php query code in the template (should be anyway) that grabs and carries the affiliate code to the tour.

OK, so they are only tracked if they click from the FHGs and go to the tour? But, a click to the FHG itself is not tracked?

i dont think many programs track hits to fhg's do they ..

Are you asking if the hit to the FHG itself is tracked? If so, then no. The click/hit is recorded when the the surfer hits the link domain or whatever it's called.

I could be wrong, but I have never seen that option available. Maybe V3 offers it.

But, isn't that the case in CCBill? A click to the FHG is tracked?

CCBill does track clicks to hosted galleries, at least when they use the CCBill link codes like this:

That is the only instance I have seen that done.

Starting with NATS v3 final clicks TO galleries are tracked also, including clicks FROM galleries optionally even with exact breakdowns of which gallery sent them to get better per-gallery stats.
