Ask a photographer... The picture is not exposed well. It's the black of the dress. against the pale skin using an on camera flash. This flattens out the image... Move that angle of incidence a bit and you would see that her tits are BIG. This is just a picture that is not flattering for her chest. If she had no tits they wouldn't be bulging out the sides of that dress.
