I might consider a part timer.

Person would have to sign an NDA and NCC... I will sue if either is broken and I will sue the people who this person broke the agreement for.

Qualified people would need to know PHP/MYSQL, possibly some PERL, skilled in using Dreamweaver and have basic experience and be teachable for Photoshop. They should be able to be given a task with some direction and complete it, then go and do more of the same task without directions... that last part always seems to be the hard part.

If they showed some promise, I'd consider making them full time.

Finding good help in the industry is tough, even impossible in some positions. Hiring outside for content management is tough as well.

Double edge sword, guess you just have to swallow a blade or keep doing it yourself :)
