OK so translation is essentially Bush appointed a dude that was more or less familier with sales of Ports and shit and placed him as the fucken head of the Meritime Administration just a couple months before the god damn sale!

Please note also supposedly Bush and his folks really never saw the paper work as the the deal went through?
