Ever had this "MSDART.DLL" error?

Damn Window$. Everytime I open a software, I get the following error message:
"The procedure entry point_GetIUMS@4" could not be located in the dynamic link library MSDART.DLL"

WTF does that mean?

I'm going to re-read the instruction on the link....
What if I do a system restore to before the date I had this problem, do you think this will work?
