Best Digital Camera for $200 or less?

Looking to buy a Digital Camera for my girlfriend. How do I find out what the best one is for under $200? Is there any guides on the net that narrow them down besides CNET?

I got a Canon A520 for about $160 earlier this year. You will need a bigger SD card and a set of rechargeable batteries. Best buy IMHO for under $200
