I remember seeing some toolkit somewhere a while back that allowed you to make things like this, don't remember where. You might want to check out Microsoft.com. At any rate, it won't be cheap to have someone create something for you, get out the Benji's.

But honestly, $1500 for an IE COM extension with a set up program, debugged for win2k,xp,98,95 + ME and exclusively licensed for you to distribute is probably a deal and a half unless your requirements are very minimal.
