Import the pic as background in Illustrator or Freehand then draw the contours by hand....

the latest illustrator (CS2) has a decent filter built in.
use that and then tweak. I suggest.

corel also has a feature that can convert image to shape (when it is in shape, it is in vector)

nope it's not filter man. you can derive to what output you want to do in many ways. you can control + select the raster image and then convert to path.
