They were throwing rocks at the soldiers BEFORE they were beaten. They already hated them. They're no more likely to join the insurgency after the beating than they were before.

The second they throw a rock at a soldier they go from civilian to enemy. You dont fucking throw rocks at someone with an m16 people! They were not civilians, they were posing a threat to the troops and they were dealt with accordingly, welcome to war. If you are against he war you are obviousley going to side with the rock throwers. By your guys logic we shouldnt should insurgents either.
