try SquirrelMail / Horde or IlohaMail!

free is not always the best, especially if your wanting to have lots of people on it. I use Merak ( http://www.merak-mail.com )
for my mail server and webmail, they have a standalone webmail program but it works flawlessly with their mail server. I have used it for about 4 yrs now I think. Its not expensive for what you get.

search for the word squirrelmail its free, open source, and lots of smaller webmail services use it
