which sponsor has a site selling traffic?

I stumbled upon it like two weeks ago, but for the life of me I can not remember who they were :helpme

Heres what I remember.....

The sponsor had a number of paysites, then 2 diff traffic sites, one for selling one for buying if memory is correct.
