thumbanail creation on a linux machine

i need a perl or c (c++) program for thumbnail generation on a linux machine... the input would be JPG... it'd be lovely if i can set-up compression and width-height on the output... any ideas? thanks.

i think u have to have GD and Imagemagik installed tho

Bad news is that I cant remember where I saw it.
