we are trying to take a sub clip and slow it down, but we can't figure it out. We try to drag the clip, but that just loops the clip inside the amount of time we drag it.

one way is hold down the ctrl while dragging the clip

You need to add a velocity envelope.

Under the insert menu you should see the envelopes. Add one to your video track and you can control the speed using it.
