how do I get an alt tag to display foreign characters?

I can get my pages to display them, but not the alt tag?

no foreign webmasters on GFY? Where's all the russian people? How do you get cyrrilic in an alt tag? What about chinese, etc.. how do you display these in an alt tag?? I can get the pages to display them, but not the alt tag. Why?
