How do I make that cool stretched texture like in the header of gfy? Or like the kind you see on some TGPs

Get a nice texture going with the colors you want, then motion blur to the left and right.

That thing at the top here is no motion blur filter function.
Motion blur is a filter that dissipates over distance, hence it is not continuous.

The method in the top case here, is to pick out the graduation you want, select it, copy and paste it (so it's on a new layer, just to isolate it).
Then you just stretch it as you wish.

That way, the graduant is correct all the way across.
You can also Image Resize the damn thing, so it's only 1 pixel in width (keeping its height), and save that somewhere, so you can get your Banner or whatever to stretch as your window viewer does.

Motion Blur will not work properly for that, as it diminishes over distance, and hence will look crappy.
