The way I am understanding this is the Patriot Act will expire on December 31st.

yes it will they caught bush in a lie, he ordered the NSA to tap US citizens phone calls and e-mails without warrants.... i guess they found that reason enough to strip that right from the government... especially after lying about it for 3 years..

Most of the Patriot Act ? which expanded the government?s surveillance and prosecutorial powers against suspected terrorists, their associates and financiers ? was made permanent when Congress overwhelmingly passed it after the Sept. 11 terrorist attacks on New York City and Washington. Making the rest of it permanent was a priority for both the Bush administration and Republican leaders on Capitol Hill before Congress adjourns for the year.

Apparently the whole of the Patriot Act will not expire...but 16 of the provisions (the most controversal ones) that had sunset clauses will be allowed to die.
