Paypal question
 

I paid someone via paypal for something that I never got, I disputed it, they said if I cancel the dispute they will send. Still have not got crap (obviously they ripped me off). Now the paypal says I can't do another dispute since I already had one.

If I charge this back will it go against my paypal account or theirs?

Charge it back. It will not come at any cost to you. Paypal will warn you saying not to do that and blah blah blah
