Actually if you watch, and LISTEN, you will notice the the white powder is NOT comming from the gun, but the rear of the truck. Most likely a bag of crete.

The last shot, there is a big dust wall that hits the cruiser with the camera, and you can hear the rocks from the crete hit the window.

Once again listening skills come into play. The very first words out of the narrators mouth is that they are chasing a stolen car.
