Busy signal I don't think so but I think you can get call block on Bell/Rogers for about $3/month. Its one of the cheaper services they offer and it just says the caller you are trying to reach does not wish to receive calls at this time or something generic like that.

I am not sure bout that but I think you can always redirect someone's call when you don't want to entertain it.

Pick up your fucken phone right now or I'll come to Canada and kill your ass.

Try diverting the call instead.

Have a friend record "this number has been disconnected" message, then next time they call play that message... if they keep calling just keep playing the message, after a few tries I'm sure they will give up....
