How can I check a hosts bandwidth quality?

Is it possible to find what backbone providers a host uses for its bandwidth?

E.g. Need a tool to tell me this for XYZ host:
Incoming:
70% Savvis
30% Cogent

Outgoing:
90% Cogent
10% Level3

PS. I know about FixedOrbit, but need more indepth info.

I want to do it myself :winkwink:

Is what I'm asking to do with BGP?

Yes, one of the things of how you can check is to lookup the subnet in the routing tables, you can use a BGP4 router for that, a route-server or a public looking glass.

There are more ways to check this but this is a start, ICQ me if you need more info
