looks like scam but not sure.
what do you think of it?

Paypal ALWAYS uses your full name in the emails they send you.. and link to the paypal.com domain..

Total scam. I hope no one falls for it.

HINT: If it's in your SPAM folder, it really ISN'T from paypal

I've gotten quite a few of those to my spam folder.

why not try it and report back?

Put your cursor over the link and see what the bottom address bar says..
Not likely that it's the same as what the link shows...

just don't EVER log in paypal from a link in the email...

Its a scam you should send it to the Paypal fraud alert team

Obviously a phishing email using an ip address url.
